Overview
The Center for Health Statistics and Informatics (CHSI) is responsible for department-wide initiatives to improve the effectiveness of our work through better health information systems, increased application of epidemiologic methods of analysis, strong liaisons with public health organizations and schools of public health, and effective partnerships with local health agencies and professionals. CHSI houses the Office of Vital Records, responsible for registering all California vital events and providing birth, death, and marriage records to the public. In addition, CHSI is involved in many cross-cutting and innovative data projects including the statewide Open Data Portal and Health Information Exchange.
The Research and Analytics Branch (RAB) supports the California Department of Public Health’s (CDPH) mission, “To optimize the health and wellbeing of the people of California.” RAB is integral to this mission by collecting data for birth, death, and fetal death vital events, developing data products related to vital events, and creating annual source data files of these data.

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by planning, organizing, and directing the development and operational functions to meet the objectives of the Research and Analytics Branch (RAB) as the Branch Chief.
The Research Data Manager (RDM) supports vital statistics initiatives; develops and evaluates vital statistics policy to support public health programs; and supports State Registrar vital records data management and reporting requirements. Responsibilities include developing and reviewing standards for the analyses, processing, preparation, and dissemination of vital statistics information and Health Information Exchange (HIE) with internal government and external public health stakeholders. Participates in the development of vital records automation projects. Provides overall technical direction on statewide federated interoperability system development efforts. Provides oversight of RAB efforts to integrate and interoperate health data systems, such as the California Integrated Vital Records System (Cal-IVRS). Performs research, develops, and provides analytics services to optimize descriptive and predictive analytics capabilities department wide. Works collaboratively with, and in support of, the Data Governance Council and all data standards, data quality, and technical work groups. Oversees the development of vital records analytical reports and briefs. Ensures vital records data publication and data releases comply with State law and policy. Participates in the development of standards for health data and health information systems on a State and national level. Provides guidance, direction, and support to the Deputy Director (DD) and Assistant Deputy Director (ADD) of the Center for Health Statistics and Informatics (CHSI), CDPH executive staff, and Department managers on the development and implementation of department-wide projects and programs in the area of vital statistics. Represent the Department through interactions with affected interests outside of CDPH, such as other State agencies; Federal, county, and local government agencies; non-profit organizations; and health advocacy groups.
The candidate works under the administrative direction of the CHSI Assistant Deputy Director.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
