Job Description
The Medical Director, under the direction of the Health Commissioner and Board of Health (BOH), is responsible for providing medical oversight for TLCHD’s health protection programs; the development and evaluation of standards of medical care throughout the department; providing medical direction to clinical staff; and advising the department in matters of medical policy. This position is expected to meet regularly with the Board of Health and advise the Board on medical policy.
Responsibilities
- Collaborates with the BOH, Health Commissioner, Director of Nursing and appropriate staff to develop, evaluate, and approve clinical policies and procedures for the department.
- Oversees infectious disease clinics, Reproductive Health & Wellness Clinic (RHWC), and immunization clinics; provides medical orders and standards of practice for clinical activities; performs routine medical care in times of need, immunizes against vaccine preventable diseases, prescribes medication and prescribes or administers treatment for acute and chronically ill patients.
- Provides direction and advice as needed to the Health Commissioner, Director of Nursing, BOH, and nursing and medical staff in matters requiring medical decisions. This includes medical issues and processes and matters of public health.
- Oversees the clinical areas and laboratory and ensures that these areas, and associated staff, as appropriate, are following compliance standards.
- Provides medical direction during all regular hours of departmental operation; returns all calls made to the Medical Director during regular business hours in a timely manner; urgent calls or texts received after hours are expected to be returned within 15-30 minutes.
- Enters into a collaborative working relationship and Standard of Care Agreement for collaboration with Nurse Practitioners, Physicians Assistants, and/or other mid-level practitioners.
- Notifies the PIO and/or Health Commissioner promptly of all media requests and inquiries. This includes, but is not limited to, strictly adhering to the Media Liaison Policy when dealing with media requests or inquiries, responding to media requests and inquiries only with prior approval from the PIO and/or Health Commissioner, and assisting Health Commissioner in keeping the public informed about health matters.
- Attends, as requested by the Health Commissioner, Board of Health, departmental, civic, and community meetings related to the Health Department and its various clinical services; receives and responds to inquiries related to department medical services.
- Attends at least one session of one of ODH’s annual conferences pursuant to ORC section 3701.29. This requires an in person commitment.
- Performs due diligence in matters related to clinical practice in full compliance of the State Medical Board, HRSA Office of Regional Operations, and other regulatory statutes and agencies.
- Removes barriers to achieving quality in medical care and for reporting to internal and external committees and entities as required.
- Participates and responds to Incident Command and Emergency issues according to the Incident Command Structure as directed by the National Incident Management Structure (NIMS) system.
- Provides guidance during the investigation of communicable diseases in the community and during outbreaks, and epidemics as requested by the Health Commissioner or his designee.
- Understands and implements medical treatment laws as they pertain to TLCHD offerings. Serves as the medical spokesperson for the department as needed, under the direction of the Health Commissioner and per the Media Liaison Policy.
- Provides overall direction and coordination of continuing medical education, training, and support for health care personnel.
- Prepares appropriate reports for the Health Commissioner and Board of Health.
- Performs all other related duties as required by the Ohio Revised Code, the Board of Health, and applicable laws and statutes.
- Adheres to PHAB core competencies including, but not limited to: T3: 1.3.4, 1.6.6, 2.1.2, 2.1.4, 2.2.1 – 2.2.4, 2.2.7, 2.4.1, 2.4.4, 2.6.3, 3.1.5, 3.2.2, 3.2.3, 4.1.1, 4.1.2, 4.3.3, 6.3.2, 6.3.5, 7.2.5, 7.3.9, 7.4.5, 7.5.3, 7.10.5, 7.12.2, 8.4.2, 8.6.5, 8.6.6 and T2: 7.5.3-7.5.7.
- Participates in quality improvement efforts and achieving PHAB accreditation requirements, including using quality improvement (QI) processes and/or techniques to advance the effectiveness of the assigned public health program.
- Attends and participates in conferences, seminars, trainings, or related education classes as assigned.

Qualifications
MINIMUM QUALIFICATIONS
Certified to practice medicine by the State Medical Board pursuant to Ohio Revised Code 4731.14 and hold a certificate of registration issued by the State Medical Board pursuant to O.R.C. 4731.281.
Minimum five (5) years of experience as an M.D. or D.O., preferably in infectious diseases and/or general practice.
Proficient in electronic medical records and new technology as applicable to position
Knowledge of the principles and practices of medicine with emphasis on diagnosis, treatment, population health, and control of infectious disease.
Must have and maintain throughout employment a valid driver’s license, reliable transportation, and be insurable under the Lucas County Commissioners Risk Management.
ADA SPECIFICATIONS
This position is classified as Clinic -1 setting and performs a wide range of functions for the Toledo-Lucas County Health Department. Further information may be obtained from Human Resources.
