The Office of Financial Services oversees agency priorities and programs, managing finances and operations including budgeting, contracting, grant management, and accounting. It ensures compliance with state and federal laws while supporting the Department of Health’s vision.

The EPH Fees and Data Manager serves as the primary authority for overseeing the review and management of EPH fees. It contributes to the DOH’s mission by offering expert evaluations on financial management practices to enhance operational efficiency and fiscal security. The responsibilities of this position significantly influence decisions taken by divisional management, external partners, and DOH leadership. It involves exercising independent judgment and applying specialized expertise to support these functions. The role requires interaction and understanding with RCWs, and WACs associated with fees. Additionally, the role represents the department by delivering reports and data analyses concerning the effects of fees and funding to license holders, vendors, constituents, partners, association representatives, as well as board and commission members.

This full-time permanent Management Analyst 5 (MA5) has a duty station in Tumwater, WA. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance.

Required Qualifications

Experience defined below may have been gained through paid or unpaid activities and may have been earn concurrently. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

 

Option 1: Bachelor’s degree in accounting, finance, business, public administration, or related field AND two (2) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

 

Option 2: An Associate degree in accounting, finance, business, public administration, or a related field AND three (3) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

 

Option 3: Five (5) or more years of experience providing financial management experience preparing, supporting, and or managing budgets, providing analysis, problem-solving, and critical thinking, and demonstrating ability to create and communicate to appropriate audiences.

 

Computer skills:

Microsoft Excel – Expert ability to develop and manipulate complex spreadsheets with macros, multiple math and statistical functions and formulas, advanced filters, and links to external sources of information. Create custom toolbars and chart types, pivot tables, import data from other sources, filter lists, and use data analysis tools.
Microsoft Word – Intermediate ability to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.

Desired Qualifications

Four years of professional experience in developing and managing budgets, analyzing legislation, preparing fiscal notes, and conducting complex financial analyses for fee-based programs.
Four or more years of experience in a professional-level financial, budget, or accounting position.
