Job Description and Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by increasing health equity and promoting health and wellness. In particular, the position is engaged with innovative strategies that promote adolescent health and address disparities in adolescent sexual and reproductive health outcomes and social determinants of health.

 

The Health Program Specialist (HPS) II is a highly skilled technical program specialist primarily focusing on growing meaningful youth engagement by providing crucial support and coordination for adolescent health programs with other sections within the Maternal, Child and Adolescent Health (MCAH) Division. The  HPS II plays a pivotal role in amplifying the voices of young people and fostering collaboration among internal and external partners to guide the development, review, implementation, and updates of program activities and initiatives.

 

The HPS II is expected to exhibit leadership, expertise, and partnership-building capabilities in priority areas, emerging issues, and evidence-based strategies relevant to the Adolescent Health (AH) Section programs and initiatives. They are responsible for offering technical expertise and consultation to both internal and external partners to prioritize the integration of consistent policies and best practices. Additionally, they provide coordination, and oversight for the section’s projects, contracts, and/or initiatives to help achieve division goals related to adolescent health. The individual will be a strong advocate for the health and wellbeing of youth and young adults.

 

Collaborating closely with other program staff, the HPS II advises management on program priorities, local agency needs, capacity-building requirements, and best practices. They meticulously maintain work plans, diligently tracking ongoing projects and deadlines. They will also support special projects and needs as they arise to enhance programs and services within the AH section.

 

The incumbent works under the direction of the Health Program Manager II, Chief of the Adolescent Health Section (AHS), within the Maternal, Child and Adolescent Health (MCAH) Division.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
