Job Description and Duties
Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The Research Scientist (RS) II plans, organizes, and carries out scientific research studies of moderate scientific scope and complexity, and provides scientific consultation and analytic support – specifically in the area of geographic information systems (GIS), mapping, and place-based research – to several maternal mortality related investigative efforts, including the California Pregnancy Surveillance System (CA-PMSS), the California Pregnancy Associated Mortality Review (CA-PAMR) project, and the SB 65 mandated California Pregnancy-Associated Review Committee, which is tasked with, among other things, the identification and review of all pregnancy-related deaths. “Pregnancy-related death” is defined as a death while pregnant or within 365 days of the end of pregnancy, irrespective of the duration or site of the pregnancy, from any cause related to, or aggravated by, the pregnancy or its management, but not from accidental or incidental causes. The RS II conducts investigations into how social conditions and place-based factors help to describe and explain maternal deaths. The RS II uses GIS methods and relevant data (e.g., from the California Health Places Index data platform) in these analytic investigations and interprets and shares the analytic results, as appropriate, within the CA-PMSS, CA-PAMR, and SB 65 mandated California Pregnancy-Associated Review Committee processes, as per the mandates of SB 65. The RS II, with guidance from more senior scientific colleagues, designs and conducts epidemiologic place-based investigations to describe the burden of pregnancy-related deaths. The RS II is expected to have extensive experience using GIS (e.g., ArcGIS) and statistical analysis software (i.e., SAS) packages to manage data, to carry out analyses, and to share the analytic findings. The RS II works in a team environment and is expected to demonstrate leadership and teamwork skills.

 

The incumbent works under the general supervision of the Research Scientist Supervisor I, Chief of the Maternal Mortality Investigations Unit, and in accordance with state mandates and reporting requirements specified in Senate Bill (SB) 65, the California Momnibus Act.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
