Responsibilities

Health Research, Inc. is seeking a Director, Software Engineering, who will be dedicated to growing and sustaining technology to meet the business needs of an innovative scientific organization while promoting engineering and operational excellence. The incumbent will work within the Wadsworth Center.

Innovative, multidisciplinary research. Complex diagnostics and novel detection methods. High-tech instrumentation and state-of-the-art laboratory services. All are components of the scientific community that is the Wadsworth Center of the New York State Department of Health.  This position will be part of a dynamic team serving the information technology needs of Wadsworth Center. Wadsworth Center serves a vital role in the New York State Department of Health’s efforts to protect and promote the health of New York’s citizens.  Come be a part of Science in the Pursuit of Health ®!

The Director, Software Engineering will be responsible for the direction, oversight and management of complex information technology projects and all associated activities and staff for the Software Engineering function at Wadsworth Center.  This position will provide leadership, guidance, and direction for the Software Engineering function including oversight and coordination of the software development staff and operations.  This position will direct and oversee Wadsworth Center’s critical applications supporting laboratory information management systems, kit ordering and other Wadsworth core functions.  This position will be responsible for leading and supervising software engineering teams through architecting, designing, building, testing, and implementing innovative services and technical solutions across our full stack.  The Director of Software Engineering will be responsible for the technical roadmap for Wadsworth’s platform, as well as their team’s performance and career development.  The incumbent will encourage innovation and implementation of new technology, and ensure scalable, secure and resilient implementations. The Director, Software Engineering will be responsible for continuity of services and being a change agent.   Other related duties as assigned.

 

Minimum Qualifications

Bachelor’s degree in Computer Science, Management Information Systems, Computer Information Systems, or a related field and six years of experience in the direction and/or management of an an information technology program or closely related field, public health, health/human services, or health regulatory program or community-based services program/organization; OR an Associate’s degree in a related field and eight years of such experience; OR ten years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least four years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience.

 

Preferred Qualifications

·       Five years’ experiencing managing teams using Java, Python, Oracle, JSP, GIT, Javascript, JQuery, Angular, Jenkins

·       Three years’ experience with CI/CD processes, containers, test automation, cloud deployments

·       Seven years’ experience in web development and distributed architectures including microservices

·       Three years’ experience working within cloud environments such as AWS and GCP

·       Five years’ experience in Agile methodology

·       Three years’ experience in governmental setting.

·       Five years’ experience in securing confidential data systems

·       Five years’ experience producing data sets and data models to support data analysts and research scientists

·       Previous experience with Laboratory Information Management Systems (LIMS) and laboratory sample workflows.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25%, will be required.

This position may require occasional work on weekends, after-hours, and holidays.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
