Job Description and Duties
This position works closely with members of the California Planning Group (CPG) and the HIV Prevention Branch to leverage capacity building resources to strengthen community planning efforts and outcomes and to bolster HIV prevention programs. The Community Planning and Capacity Building Specialist  serves in a lead capacity in the development and implementation of trauma-informed, patient centered, high-impact HIV prevention programs and special projects that focus on the health needs of vulnerable and underserved populations. This position works to improve social determinants health outcomes and will address challenges such as racial inequities, stigma, and medical mistrust. Programs will focus on improving HIV testing, surveillance-based partner services, linkage to care, pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and HIV molecular clusters. The Community Planning and Capacity Building Specialist uses qualitative and quantitative programmatic and surveillance data to understand the status of the HIV and Sexually Transmitted Infections (STIs) syndemic. Using this data, the incumbent identifies strategies and actions to reduce the number of new cases of HIV and STIs and works to eliminate health inequities that result in disproportionate disease burdens among marginalized demographic groups. The individual also works to align and mobilize resources and stakeholders to achieve targets.

 

The CPG works with State Co-Chairs, Community Co-Chairs and OA to develop effective engagement and communication strategies with partners and stakeholders and offers recommendations to ensure a coordinated approach in accessing HIV, STI, and hepatitis C virus prevention, care and treatment for at risk populations.

 

The Health Program Specialist I (HPS I) functions as a highly skilled technical program consultant. The incumbent works under the direction of the Staff Services Manager I (SSM I) in the Local Capacity Building and Program Development Unit. The HPS I oversees the Condom Distribution Program, various pilot projects, provides technical assistance (TA) as assigned and works in a team environment and independently while specializing in community planning and program development and coordination.

 

This position may require statewide travel of up to 10% of the time.
