Job Description and Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by promoting health and wellness, incorporating health equity strategies in programs and practices, and mobilizing partnerships to strengthen collective impact. As an employee of the Maternal, Child, and Adolescent Health/Perinatal Programs Section, the incumbent collaborates closely with a multidisciplinary team that implements maternal and infant health programs. The ideal candidate will be equity-minded, responsive, and sensitive to diverse populations and possess socio-cultural and/or lived experiences comparable to the populations served with knowledge of and respect for the values and beliefs of people of different cultures, backgrounds, and communities.

 

The Health Program Specialist (HPS) II serves as a lead and subject matter expert on preventive and reproductive health and wellness which includes family planning, abortion services, preconception and inter-conception health and reproductive health and general wellness supports and services for reproductive-age and birthing populations.  The HPS II will engage with external partners to advance equity work in health information and health care access, including abortion services, promote and support equitable, evidence informed practices on respectful maternity care and raise voices of those who choose not to have children.   The HPS II represents the Maternal, Child, and Adolescent (MCAH) Division in collaboration with internal and external partners and provides high-level technical assistance, consultation, coordination, and program expertise to LHJs, MCAH contractors, and consultants.

 

The HPS II functions as a highly skilled and technical consultant in the areas of strategic planning, program planning, program development, and local policy analysis for maternal health programs.  The HPS II will be a part of and work collaboratively with a multi-disciplinary team by measuring progress and impact of Title V funded programs, as well as communicating accomplishments. This position is responsible for maintaining administrative tasks associated with these programs.

 

The incumbent works under the general direction of the Health Program Manager (HPM) II, Chief of the Perinatal Programs Section.

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
