Job Description and Duties
The incumbent works under the general direction of the Health Program Manager II, Chief of the Newborn Screening Section. The Nurse Consultant (NC) III functions as a highly skilled clinical and administrative consultant, lead, and liaison for the Area Service Centers (ASC). The contracted ASC staff provide follow-up and case management for interesting and positive cases detected by the California Newborn Screening (NBS) Program. The incumbent oversees the development, execution and oversight of program policies, protocols and procedures related to the ASC scope of work. The NC III facilitates communication between ASC staff and other NBS stakeholders to ensure timely and consistent program activities.

 

The Newborn Screening Program provides mandatory screening for a panel of genetic and congenital disorders to the nearly 500,000 babies born annually in California. Early detection and treatment can greatly reduce the disability and possible death associated with these rare disorders. The NCIII will maintain and demonstrate the CDPH Center for Family Health (CFH) shared values of diversity, equity, and inclusion, and commits to a community of belonging and team cohesion.

 

Exam Information

The California Department of Public Health partners with the California Department of Health Care Services (DHCS) for the Nurse Consultant (NC) III (Specialist) and NC II exams. Interested applicants, who currently do not have list eligibility or are not eligible for transfer, must apply for and take the NC III (Specialist) or the NC II exam with the Department of Health Care Services to obtain list eligibility.

 

Before appointment to this position, you must first obtain list eligibility by taking and passing the Nurse Consultant III (Specialist) exam:

The attached duty statement indicates whether this position is eligible for telework. All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.
