Job Description and Duties
Incumbents in one of these classifications, where a Master’s Degree is required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 2% of their monthly base pay. Those where a Doctoral Degree is a required to meet the minimum qualifications, shall receive an educational pay differential equivalent to 3% of their monthly base pay. Individuals with both a Master’s and Doctoral Degree will be given the best benefit in relation to salary shall only be eligible for only one amount.

The Research Scientist III (RS III) will serve as the Lead Data Systems Scientist (DSS) and function as a proxy product owner of the CalCONNECT platform, which is used for case investigation and contact tracing in California. As a proxy product owner, the DSS is the primary decision maker for assigned changes to the functionality and content of the CalCONNECT platform. Conducts independent and high-level business analyses of program operations and workflows, develops scope and specifications for system updates and changes, and performs user acceptance testing for those changes. Works closely with local health departments (LHDs) to assess, manage, and communicate needed changes. As a CalCONNECT subject matter expert, the incumbent serves as a resource to the LHDs to explain and troubleshoot system functionality. Independently performs a range of tasks and makes recommendations associated with public health informatics, including system analysis, communication, implementation, evaluation, and data management; as well as maintenance, training, and other functions related to the CalCONNECT platform.

The Research Scientist III works under the direction of the Research Scientist Manager of the CalCONNECT Branch.

The Research Scientist II works under the general supervision of the Research Scientist Manager of the CalCONNECT branch.

THIS IS A STATEWIDE RECRUITMENT. THE INCUMBENT WILL BE HEADQUARTERED IN THE COUNTY NEAREST THE RESIDENCE OF THE SELECTED CANDIDATE. THE COUNTIES ARE:   Sacramento, San Diego , and Contra Costa.

All employees who telework are required to be California residents in accordance with Government Code 14200, and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
