Health Research, Inc. (HRI) contributes to the health and well-being of the people of New York State by complementing and enabling the strategic public health goals of the New York State Department of Health (DOH), Roswell Park Cancer Institute Corporation (RPCIC), and other health-related entities.

HRI provides best-in-class resource administration for stakeholders and programs related to the work and priorities of the Department of Health and its other partners. HRI does this through the provision of knowledge, expertise, funding guidance, and fiduciary oversight of sponsored program funding for public health and research programs in concert with community partnerships.

Job Description:

In addition to the Compensation Details above, the incumbent in this position will be eligible to receive location pay ($3,100/year).

Responsibilities
The Health Program Administrator II will be responsible for the oversight, supervision, and guidance of downstate Minority AIDS Initiative (MAI) contract management.  This includes negotiating, evaluating, and approving contract work plans, budgets, vouchers, and narrative and data reports; coordinating outreach and technical assistance; conducting site visits and evaluating contracts to ensure initiatives/projects are achieving key performance measures; the incumbent will provide oversight of outreach and technical assistance for the Uninsured Care Programs.

Minimum Qualifications

A Bachelor’s degree in a related field and four years of experience in the administration of fiscal, personnel, or other related operational activity; OR an Associate’s degree in a related field and six years of such experience; A Master’s degree in a related field may substitute for one year of such experience. At least two years of experience must have included supervision of staff and/or program management.

Preferred Qualifications

At least five years of experience working in public health and/or public administration/management; at least three years of experience working directly with the LGBTQ community; at least three years of experience managing contracts/grants with not for profits; at least three years’ experience in the development of written materials including program reports, evaluations, monitoring reports and/or Requests for Applications (RFA); working knowledge of the Uninsured Care Programs.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
