Main Purpose Of Job
The Director of HHS is responsible for the executive management of the department including developing and implementing department wide strategic planning of all administrative and programmatic functions. This individual plans, administers, supervises, and evaluates public health programs and activities of the Baltimore County Health Department. The Director’s duties include performing skilled, professional work in the planning, administering, and performing a variety of public health services in accordance with core public health functions and state and local public health codes, and oversees Department personnel in providing a variety of public health services (medical, environmental, home, and community-based waiver and support services) to the people of Baltimore County. In addition, the Director Oversees internal governance and administration to ensure coordination of health and human services and promotes efficiency of operations between public health and social services.

Essential Job Duties and Functions:

Administer public health programs for Baltimore County, including management of personnel, funds, facilities, and all assets of the Department.
Administer the Department’s operating budget comprised of Core Public Health Funding; County, Federal, and State grant funding; and revenues derived from fee collections.  Reallocate budgetary and department resources within the Department to maximize service output.
Responsible for development, promotion, and management of public health programs for Baltimore County, including evaluating community needs and initiating new programs or partnerships as deemed necessary to meet State and County objectives and to achieve a healthy population.
Provide clinical oversight of public health programs in the Department.
Enforce Federal, State, and County laws, rules, and regulations to protect the public health and safety of the population, including environmental health rules.
Execute policies and procedures established by the State and County as they relate to health matters applicable to Baltimore County.
Ensure the Department works to carry out the County Executive’s vision for public health in Baltimore County.
Ensure collaboration between health and social services teams to deliver coordinated services in line with the County Executive’s priorities.
Oversee internal governance and administration to ensure coordination of health and human services and promote efficiency of operations between public health and social services.
At least annually, evaluates the Director of Social Services.
Coordinate or combine the resources of health care institutions, social service organizations, public safety personnel, or other agencies to enhance community health.
Responsible for the monitoring of mortality, morbidity, and other disease trends.
Investigate and control disease outbreaks and inform County officials regarding urgent and emerging health concerns.
Address the root causes of health disparities, beyond healthcare and health behaviors, by supporting projects, policies, and research that will enable every resident to achieve their optimal level of health. This includes informing, educating, and empowering people about health issues and facilitating multi-sector partnerships to identify and solve community health problems related to the social determinants of health.
Direct and implement a wide range of communication strategies for a large, complex County to help residents live longer and better lives and build trust with and ensure a successful flow of information with key stakeholders.
Propose Federal, State, and County laws, rules and regulations pertaining to administration of health services.  Provide testimony to the State Legislature and County Council as appropriate concerning new or amended legislation affecting the Department.
Design or use monitoring tools, like as screening, lab records, and vital information, to recognize health risks.
Develop strategies to address behavioral causes of diseases.
Decide retention, expansion, or abolition of program services and other departmental resources. Integrate the plans, activities and staffing of Department Divisions and Programs.
Oversees Quality Assurance for health and human services, including maintenance of accreditation through the Public Health Accreditation Board (Department of Health) and Council on Accreditation (Department of Social Services).

MINIMUM QUALIFICATIONS
Qualified candidates must possess the following:

A degree in medicine from an accredited college or university, a master’s degree in public health and have two years of experience as a licensed physician working in the field of public health.
Applicants may substitute five years of experience as a licensed physician working in the field of public health for the requirement of a master’s degree in public health and two years as a licensed physician working in the field of public health.

Knowledge of:
Knowledge of applicable regulations, policies, and procedures.
Strong knowledge of public budgeting and finance.
Must be familiar with local public health laws/code and the extent of the use of authority in a public health emergency.
Must be familiar with social services programs, including economic assistance, child welfare and adult services.

Education and Certifications:
Master’s Degree in Public Health or the substitute experience.
The candidate must be licensed by the Maryland Board of Physicians.
