Position Summary

The Pacific Institute for Research and Evaluation (PIRE) Contracts and Grants Team is looking to bring a full-time benefit eligible Senior Contracts and Grants Specialist to its Central Business Office Team.  This hybrid position is responsible for total contract and grant administration of awards funded by a variety of sources, including foundations, federal agencies, state, and local agencies. In this key position, the right candidate will work closely with the Director of Contracts and Grants, as well as PIRE Leadership throughout the Institute, in support of a team of experienced research staff. The ideal candidate is a self-motivated professional with extensive experience managing grants and contracts throughout the project life cycle and working with internal and external clients. The rate range for this position is $85-$95K per year.

Job Requirements

·         At least 5 years of demonstrated experience in similar positions, preparing, processing, negotiating, and managing awards, subawards, and contracts for a variety of agencies such as NIH, SAMHSA, NIJ, NHTSA, etc.

·         Bachelor’s degree in related field, master’s degree preferred

·         Extensive experience interpreting and implementing regulations (e.g. 2 CFR 200) and agency policies. Familiarity with procurement and Federal Acquisition Regulations (FAR) is desired.

·         Strong demonstration of financial acumen with the ability to interpret financial reports.

·         Familiarity with Deltek Costpoint or similar accounting system.

·         Working knowledge of accounting principles

·         Familiarity with electronic application systems such as, System for Award Management, eSRS/FSRS, eRA Commons, JustGrants is a plus

·         Proficient in MS Excel, SharePoint, and Microsoft Office 365

·         Effective oral and written communication skills

·         The ability to collaborate efficiently in a virtual work environment

·         Strong project management skills

·         Strong organizational skills and attention to detail

·         The ability to work independently under pressure

·         The ability to manage multiple and competing priorities

·         Demonstrated analytical, critical thinking, and problem-solving skills

·         Two professional references

Some Primary Duties and Responsibilities

·         Prepares and negotiates awards, subawards, contracts, non-disclosure agreements, teaming agreements, subcontract agreements, consulting agreements

·         Liaises with principal investigators, site administrators, government representatives, funders, subrecipients, and vendors concerning contract, grant, and subcontract issues

·         Enters and maintains accurate electronic/hardcopy project records

·         Processes project and subrecipient closeouts.

·         Provides guidance to principal investigators and site administrators on compliance related items

·         Monitors subrecipient compliance with applicable Federal, state, and local regulations

·         Maintains files of audit reports for subrecipient organizations

·         Performs quarterly reconciliation for Year to Date (YTD) Subcontract Payments

·         Generates, reviews, and interprets financial reports generated in Costpoint

·         Actively participates in year-end financial audits

·         Assists with proposal/application and budgetary reviews
